Carrollton's Code of Ordinances chapter 133 sets standard park hours at 5:00 a.m. to 10:30 p.m. Section 133.16(R) makes it unlawful to remain, stay, or loiter in any public park between 10:30 p.m. and 5:00 a.m. the following day, and the same subsection lets the city post a different schedule at an individual park, in which case loitering outside those posted hours is the violation instead. The prohibition sits inside a longer list of nineteen lettered park rules, (A) through (S), covering everything from leashing animals to selling merchandise, all enforceable under the same chapter.

The general provisions of chapter 133 exempt anyone who has secured a written agreement or permit from the city, so an evening event booked through the Parks and Recreation Administrative Office under section 133.20 can lawfully keep a park open past 10:30 p.m. Section 133.18(D) backs the curfew with a parking rule: no vehicle other than the city fleet may be parked or remain parked on park property between 10:30 p.m. and 5:00 a.m., and police may relocate an obstructing vehicle if the owner cannot be found.

Enforcement runs through section 133.98, which authorizes the Director of Parks and Recreation, designated park attendants, and Carrollton police officers to eject any person violating chapter 133 and to seize property used in the violation. Section 133.99 sets the penalty: conviction is a misdemeanor punished under the citywide general penalty in section 10.99, and chapter 133 falls in the tier capped at a $500.00 fine per violation.
