Cleveland, OH Curfew Laws: Park Curfew (2026)

Codified Ordinances § 559.52 gives the Director of Parks and Recreation sole authority to "determine the hours during which the public shall be permitted" in any city park or recreational facility, and requires the Director to publish those hours in the City Record and post signs at each park stating them (§ 559.52(a)-(b)). There is no single citywide dusk-to-dawn number in the code: each park's closing time is set administratively and posted on site, so the operative rule for any given park is the sign posted there.

Once hours are posted, § 559.53 makes it a trespass offense to be in a park "during any hour when the public is not permitted," unless authorized by the Director of Public Works, or to remain after being lawfully ordered to leave by a City official or agent. A first offense is a minor misdemeanor, enforceable by citation under Rule 4.1 of the Ohio Rules of Criminal Procedure; a second or later offense is a misdemeanor of the fourth degree. Both sections were rewritten by Ordinance No. 521-2024, passed July 10, 2024, effective July 16, 2024.

Downtown, the code does set a specific hard curfew: § 559.54 bars unauthorized persons from the Mall area (Memorial Plaza/Mall A, Mall B including Hanna Plaza, and Mall C) between 12:00 a.m. and 5:00 a.m., and a companion section applies the same midnight-to-5-a.m. window to Public Square. Both allow use during those hours only with a permit from the Director of Parks and Recreation, granted if the activity won't endanger public health/safety, isn't likely to incite disorder, won't require unusual police expense, and doesn't conflict with an existing reservation.
