Iowa City, IA Curfew Laws: Park Curfew (2026)

Section 10-9-2(I) of the Iowa City Code bars anyone from occupying a city park, on foot, on a non-motorized vehicle, or in a vehicle, from dusk to dawn, and bars leaving any vehicle parked in a park overnight during those hours. The ordinance defines 'dusk' as 30 minutes after sunset and 'dawn' as 30 minutes before sunrise, so the closure window shifts with the seasons rather than running on a fixed clock time.

Three parks carry their own rules. Blackhawk Mini Park is exempted entirely and remains open at all times, with no closure hours at all. Chauncey Swan Park and College Green Park, by contrast, close earlier and more strictly than every other city park: they shut down at midnight and stay closed until dawn, rather than at dusk. The code preserves a narrow carve-out for through traffic: people may still use trails and sidewalks that cross a closed park as a route to get somewhere else, even after the park itself has closed. The Parks and Recreation Director or a designee can also authorize occupancy after closing hours for a specific event, which is how city-sanctioned nighttime programming, such as concerts or festivals, legally continues in parks that would otherwise be closed.

Violating the closure hours is a violation of chapter 10-9 and, under section 10-9-6, is punishable as a simple misdemeanor or municipal infraction under title 1, chapter 4 of the City Code, the same penalty that applies to every other prohibited act listed in section 10-9-2.
