Midland Code § 9-5-18 splits city parks into two curfew tiers. Eleven major, lit parks with special facilities, Hogan, Beal, Washington, Windlands and others, close to the public from midnight to 6 a.m. daily. Dozens of smaller, unlit neighborhood parks close earlier, from 10:30 p.m. to 6 a.m. Only police, firefighters and similar emergency personnel may be present during those hours. Civic organizations or groups of ten or more can get an after-hours permit from the parks and recreation director, approved by the parks advisory board, for a scheduled special event.
