Section 10-12-1, in Chapter 10-12, Method of Parking, sets the baseline rule for how a vehicle sits at the curb: parallel with the roadway edge, headed in the direction of lawful traffic movement, right-hand wheels within 18 inches of the curb. That single sentence is what makes parking against traffic, or parking nose-first at an angle on a street not marked for angle parking, a violation, separate from any driveway or hydrant issue. Section 10-13-1 then lists specific places where stopping, standing or parking is banned outright unless necessary to avoid a traffic conflict or under a police officer's direction: on a sidewalk; in front of a public or private driveway; within an intersection or a crosswalk; within 15 feet of a fire hydrant; within 20 feet of a crosswalk or 30 feet of a stop sign, flashing beacon or signal at an intersection approach; within 50 feet of a railroad crossing; near fire station driveways; alongside a street excavation that would obstruct traffic; on the roadway side of another parked vehicle; on a bridge, elevated structure or in a tunnel; where signs prohibit stopping; against a yellow curb; or within a posted construction zone under Title IV.
