" The curfew applies to every person in a park or playground, not just minors, and the only way around it is prior authorization from that City department, for example for a permitted evening event. The same article separately bars unauthorized vehicles: § 151-2 makes it unlawful to "operate or ride upon any mechanically propelled vehicle or device within or upon any of the parks or playgrounds" without Common Council consent. L. No. 11-2014, which at the same time renumbered the article's later sections. That same local law shows the City treats the park curfew as a genuine public-order rule with a real fine, not an advisory closing time, and it sits apart from the separate youth curfew in Chapter 40, which restricts minors on streets and sidewalks at different hours rather than governing park access specifically.
