Section 42-162 of the City Parks article states that City Parks are open "during such hours as are set forth by the City Council or as set forth in the administrative rules adopted by the City Manager," meaning the actual clock times live in a posted administrative rule rather than the Code text itself. The same section lets the City Manager close a Park entirely "in the event of an emergency or an imminent threat to the public health, safety or welfare," makes clear that park users "do so at their own risk," and puts adults on the hook for any children in their care while at a Park.

Section 42-161 defines "City Park" broadly to include City-designated land, community centers, and the City's trail system, so the hours rule and its curfew enforcement reach more than just playgrounds. The actual after-hours curfew is enforced through Section 42-170, which makes it "unlawful for a person to enter or remain in a City Park without a permit when a City Park is closed," and Section 42-172, which bars anyone from sleeping, camping, lodging, or parking a vehicle overnight in a Park without a permit, or outside the areas a permit designates for that purpose.

Section 42-178 backs the whole scheme: the City Manager may adopt supplemental administrative rules covering park hours and access management, those rules and this article must be posted at a conspicuous place in each Park, and breaking a posted rule is itself a violation of the article.
