Oakland's Planning Code (Title 17) does not name "data center" as a use. The Zoning Administrator classifies a server facility into the closest activity - Light Manufacturing Industrial Activities, which lists "computer and electronic products" (Section 17.10.560), or General Manufacturing (Section 17.10.570). Under Table 17.73.020, Light Manufacturing is permitted by right in every industrial zone: CIX-1A through CIX-1D, CIX-1, CIX-2, IG, and IO. General Manufacturing is permitted by right in the IG zone and requires a Conditional Use Permit within 300 feet of a Residential Zone (Limitation L4). Design Review applies, and discretionary approvals trigger CEQA. Oakland has adopted no data-center moratorium.
Building a data center outside the CIX, IG, or IO zones, or without a Conditional Use Permit where Limitation L4 requires one, is a Planning Code violation enforced by Oakland Planning and Building through stop-work orders and penalties.
