Livermore has no data-center ordinance and no "data center" use category. Data centers locate in the I-2 (light industrial) and I-3 (heavy industrial) districts, permitted by right as manufacturing, research and development, warehousing, or office use, but each project requires Site Plan and Design Review approval.
Livermore's Planning and Zoning Code (LPZC) does not name "data center" as a use. A data center is sited in the I-2 or I-3 industrial districts and classified into the nearest listed use - manufacturing, research and development, warehousing and distribution, or professional office - all permitted by right under LPZC 2-61-020. No conditional use permit is required for a standard facility, but Site Plan and Design Review approval is mandatory before construction under LPZC 2-61-080(A), and that review triggers CEQA. A facility relying on the catch-all "similar or compatible use" finding, or storing hazardous materials such as large diesel fuel for generators, needs a conditional use permit. Livermore has adopted no moratorium.
Building or operating a data center outside an I-2 or I-3 district, without required Site Plan and Design Review approval, or in breach of its performance standards, is a zoning violation enforced by Community Development through stop-work orders and abatement.
