The City of Palo Alto has no data-center use classification. A server facility is classified into the nearest use - Research and Development, Manufacturing, or Utility Facilities - in its ROLM, RP, and GM manufacturing districts, permitted by right or by Conditional Use Permit.
Palo Alto's Municipal Code Title 18 does not name 'data center' as a use. Chapter 18.20 governs the MOR, ROLM, RP, and GM manufacturing districts, and its Table 1 lists no data-center use, so Planning classifies a server facility into the closest category. Research and Development - defined to cover computer hardware and software firms - is permitted by right in the ROLM, RP, and GM districts and needs a Conditional Use Permit in MOR. Manufacturing and Warehousing are permitted by right in those districts; Utility Facilities require a Conditional Use Permit. A CUP is discretionary and triggers CEQA review. Much of Stanford Research Park carries these zones. The City has adopted no data-center moratorium.
Operating a data center outside a district where its use classification is allowed, or without a required Conditional Use Permit, is a Title 18 zoning violation enforced by Planning and Code Enforcement through stop-work orders, penalties, and abatement.
