If the unmanned aerial vehicle is being used as a part of an event of ten or more persons or as part of a commercial activity, the user must notify the director at least two weeks in advance of the event and may be required to enter into an agreement with, or obtain a permit from, the director, which permit may be granted in his or her discretion, considering the factors contained in subsection 2.27.030(G)(1)(a)—(c).
