Newton, MA Drone Rules: Event Drone Restrictions (2026)

Section 20-64(d)(2) creates a separate permit track from the individual-use permit in subsection (d)(1) for organized group or special-event drone flying on land the city owns or manages. The parks, recreation and culture department, or any other department or commission that manages the particular parcel, issues the event permit, but it names a single responsible person as the permit holder rather than each participant. That named individual is charged with insuring that every operator taking part in the event follows the requirements of the whole pilotless aircraft ordinance: the operating prohibitions in subsection (c), the noise ordinance cross-referenced at Section 20-13, and proof of FAA registration or any required Certificate of Waiver or Authorization under subsection (e).

The same section also authorizes a distinct educational permit in (d)(3) for schools and other educational organizations, issued to a responsible adult in connection with a sanctioned educational purpose, a narrower category than the general event permit. Because the ordinance's stated purpose is to let drones be used as a hobby and learning tool while protecting the privacy, safety and quality of life of other users of the same public land, the event-permit responsible person effectively becomes the point of accountability the city holds if something in the group goes wrong.
