Section 9.32.220(K) of the Paramount Municipal Code lists drones among the activities that are unlawful in all parks and recreational facilities in the City of Paramount: engaging in kite flying or operating model airplanes, boats or drones except in areas designated for such use by the Director, and subject to all rules and regulations contained in such written permission. The Director is the Community Services and Recreation Director or a person authorized to act in that role. A pilot therefore needs two things: a designated area and the written permission with its rules, and the code prints no drone-specific altitude, weight or hour limit of its own.
The code does not define the word drone. The rule covers the named venues, which are Paramount Park, Progress Park, All-American Park, Spane Park, Dills Park, Salud Park, Garfield Park, Village Park, Meadows Park, Carosmith Park, Pequeno Park and the City Orange Splash Pad, plus other property that meets the park definition. Section 9.32.040 adds that nobody can willfully fail to obey a sign, notice, signal or control device the Director places. Violations & Fines
Under Section 9.32.270, a violation of the park chapter is an infraction fined under Government Code Section 36900. It becomes a misdemeanor with a fine of not more than $1,000.00 and/or imprisonment of not more than six months if the violation is willful, continues after notice, repeats within two years, or the provision itself calls it a misdemeanor. Administrative citations under Chapter 1.08 are available, and each day is a separate offense.
