Sec. 58-81(a), enacted through Ord. No. ' Item (26) names 'drones in parks and recreational areas' directly, placing it alongside other restricted equipment and activities such as personal grills, fireworks, and roller skates confined to designated areas. 'Public parks,' 'recreation area' and 'public property' are defined by cross-reference to Sec. 94-611 of the zoning code, and 'public place(s)' is treated as having the same meaning. Because the prohibition sits under the permit clause, a drone operator can only fly in a city park with prior authorization, obtained the way other permitted park activities are authorized under this article; flying without one is a code violation regardless of altitude, purpose or whether the drone causes any disturbance.

Enforcement of the article runs through Sec. 58-91, which lets the director of parks and recreation, park attendants, department personnel, or any city law enforcement officer eject a violator from the park, and permits prosecution under the Sec. S. Chs. 162 and 166.
