Bethlehem, PA Environmental Rules: Boat Dock Permits (2026)

05(b), Boating and Motorized Watercraft, is part of Article 941's Recreational Activities chapter. Subsection (b)(1) bars anyone from bringing into a park, or operating, any motorized boat, raft or other watercraft, whether motor-powered or not, on park waters except at places the Director has specifically designated for boating; any boating that does occur must also comply with Pennsylvania Fish & Boat Commission regulations. Subsection (b)(2) separately requires that boats be navigated so as not to annoy, frighten or endanger other boaters or wildlife. Subsection (b)(3), the closest thing the code has to a docking rule, flatly bars launching, docking or operating any boat of any kind on park waters between a park's nighttime closing hour and its opening the next morning, and bars any person from being or remaining on or in a boat during those closed hours.

Rather than a stand-alone dock-permit process, the City folds dock and launch access into the Director's location-designation power: no ordinance section describes an application, fee or term for a private dock permit on Bethlehem park waters, so the Director's designation of boating locations under (b)(1) functions as the operative gate. 05(h). Article 941 covers South Mountain, Monocacy and Saucon Parks, each of which includes waterway frontage where these rules apply.
