Through Carson's stormwater ordinance (CMC Art. 4 Ch. 8), construction sites must also implement Best Management Practices (BMPs) consistent with the LA County MS4 NPDES permit — including perimeter silt fence or fiber rolls, stabilized construction entrances, inlet protection, soil stabilization (mulch, hydroseed, or erosion-control blankets), and concrete washout containment. Projects disturbing one acre or more must enroll under the State Water Resources Control Board's Construction General Permit (Order 2022-0057-DWQ), prepare a Stormwater Pollution Prevention Plan (SWPPP), and submit a Notice of Intent through SMARTS. Although Carson's terrain is mostly flat (limiting classic hillside erosion), wind-borne sediment, refinery sites, and construction adjacent to the Dominguez Channel make sediment control a real compliance issue.
Erosion-control failures discovered during inspection can result in stop-work orders, administrative citations, and civil penalties under both the city's stormwater ordinance and the state Construction General Permit (which carries Water Code §13385 liability up to $10,000/day plus $10 per gallon discharged). Repeat violators can be referred to the LA Regional Water Quality Control Board for enforcement.
