Clark County Code Chapter 24.40 regulates discharges into the storm sewer system under the county's NPDES/MS4 permit. Section 24.40.032 requires the county manager to obtain written BMP documentation, on a county-provided form, from any construction site or industrial facility before a grading, building, or offsite permit is issued; sites already operating must submit documentation on written request. The county can also mandate site inspections, monitoring equipment, and secondary containment if existing BMPs fail to control runoff to the maximum extent practicable.
