Lewisville requires erosion and sediment controls on all construction and land-disturbing activities. The city enforces these requirements through its building permit process and stormwater management ordinance. Before any grading or land clearing begins, the site must have perimeter silt fencing or equivalent sediment barriers installed. Stabilized construction entrances are required to prevent mud tracking onto public streets. Storm drain inlets on or adjacent to the site must be protected with inlet filters or barriers. For sites disturbing one acre or more, a Stormwater Pollution Prevention Plan (SW3P) must be prepared and kept on site. The SW3P must identify all planned erosion and sediment control BMPs, temporary and permanent stabilization measures, and an inspection schedule. Disturbed areas must be temporarily stabilized within 14 days if construction activity has ceased. Permanent stabilization with vegetation, sod, or other cover is required within 14 days of final grading. Stockpiled soil must be covered or contained to prevent wind and water erosion. Concrete washout must be contained in a designated area and not allowed to enter storm drains. The city inspects construction sites for erosion control compliance. Failure to install or maintain erosion controls is a code violation subject to fines up to $2,000 per day. The city may issue a stop-work order if erosion control measures are absent or failing. Sediment discharged to waterways may trigger TCEQ enforcement with additional penalties.
