Inspectors check after each significant rainfall, and Gulf Coast thunderstorms regularly produce two-inch downpours. Bare soil left uncovered more than 14 days must be temporarily seeded or mulched. Contractors who track mud onto public streets must clean it daily. Final stabilization with permanent vegetation is required before bond release. The city coordinates with ADEM on larger NPDES-permitted sites.
Stop-work orders are common for missing or failed silt fences; civil penalties run 100 to 500 dollars per violation per day, plus required remediation of downstream sediment.
