Chapter 75 of the Salem Revised Code applies to all parcels and land in the city, regardless of whether construction is underway. 030 flatly prohibits any person from causing or suffering visible and measurable erosion or sediment that enters or is likely to enter the public storm drainage system, drainage courses, or wetlands. 050 requires an erosion control permit from the Director before conducting ground disturbing activities equal to or greater than 1,000 square feet of land surface at one time that cause or are likely to cause a temporary or permanent increase in soil erosion.

140. 060. 090 separately bars tracking or depositing construction debris onto streets or into the storm drainage system, though temporary stockpiling of clean construction materials in the right-of-way is allowed for up to five working days with protective measures. 175: the Director may issue stop-work orders or revoke a permit, and any person who fails to comply with the chapter, works without a required permit, or violates a stop-work order is subject to a civil penalty of up to $2,000 per violation, with each day of a continuing violation counted as a separate violation. The City will not issue a Notice of Final Completion until a violation is cured and any penalty is paid.
