San Marcos requires erosion and sediment control measures for all construction and grading activities under SMMC Chapter 14.15 (Stormwater) and the grading ordinance in SMMC Title 17. Projects disturbing 1 acre or more must file a Notice of Intent with the State Water Board and prepare a SWPPP under the Construction General Permit. Smaller projects must implement city-required BMPs including silt fences, fiber rolls, gravel bag barriers, stabilized construction entrances, and dust control. Grading permits require an erosion control plan reviewed by Development Services. During the rainy season (October 1 through April 30), enhanced erosion control measures are mandatory. Stockpiled soil must be covered. Dewatering discharges require separate approval. The city's inland hillside terrain makes erosion control particularly important on sloped parcels.
