Under VMC Chapter 13.18 and grading permit conditions, all construction and grading activities in Vista must implement erosion and sediment control BMPs. Disturbed areas must be stabilized within 14 days of inactivity during the rainy season (October 1 through April 30). Projects disturbing one acre or more must file a Notice of Intent with the State Water Resources Control Board for coverage under the Construction General Permit (CGP) and prepare a SWPPP. Slope stabilization must be achieved through hydroseeding, erosion control blankets, or permanent landscaping. The Engineering Division inspects sites before, during, and after rain events.
