Vista Municipal Code Chapter 13.18 (Urban Runoff Management and Discharge Control) implements the San Diego Regional Municipal Separate Storm Sewer System (MS4) Permit (Order No. R9-2013-0001 as amended). All new development and significant redevelopment projects creating or replacing 5,000 sq ft or more of impervious surface must prepare a SWQMP with hydromodification management and source control BMPs. Priority development projects require biofiltration, bioretention, or other LID features sized to treat the 85th-percentile storm event. Construction sites must implement a Storm Water Pollution Prevention Plan (SWPPP) with erosion and sediment controls. Illicit discharges to the storm drain system are prohibited, including wash water, paint, concrete slurry, and pool drainage.
