San Marcos regulates stormwater under SMMC Chapter 14.15 and the San Diego Regional MS4 Permit (Order R9-2013-0001 as amended). All new development and significant redevelopment projects must prepare a Storm Water Quality Management Plan (SWQMP) and incorporate post-construction best management practices (BMPs) such as bioretention, permeable pavement, or harvest-and-use systems. Priority Development Projects creating 5,000+ sq ft of impervious surface require hydromodification management. Construction sites must implement a Storm Water Pollution Prevention Plan (SWPPP) with erosion and sediment controls. Illicit discharges to the storm drain system are prohibited. Residents must prevent pollutants such as pesticides, fertilizers, and vehicle fluids from entering storm drains. The city participates in the San Marcos Creek Watershed protection efforts.
