The City of Selma requires erosion and sediment control measures on all construction, grading, and land-disturbing activities as part of its compliance with the NPDES municipal stormwater permit. Construction projects that disturb one or more acres of soil must obtain coverage under the California Construction General Permit (Order 2022-0057-DWQ) and prepare a Stormwater Pollution Prevention Plan (SWPPP). The SWPPP must be prepared by a Qualified SWPPP Developer (QSD) and must identify specific BMPs for each phase of construction. Common erosion control BMPs include silt fences, fiber rolls, hydroseeding of exposed slopes, erosion control blankets, and check dams in drainage channels. Sediment control BMPs include stabilized construction entrances, sediment traps, and desilting basins. All BMPs must be installed before grading begins and maintained throughout the construction period. Disturbed areas must be stabilized within 14 days of final grading or if the area will be inactive for more than 14 days during the rainy season (October 1 through April 30). Even projects under one acre must implement basic erosion and sediment control measures including protecting storm drain inlets, controlling dust, and preventing tracking of mud onto public streets. The Building Department or Public Works Department may inspect construction sites for erosion control compliance. Developers must also comply with Fresno Metropolitan Flood Control District requirements for construction and development projects.
Failure to implement required erosion control measures may result in stop-work orders and administrative fines. NPDES violations carry penalties of up to $10,000 per day. Sediment tracked onto public streets must be removed immediately. The Regional Water Quality Control Board may pursue additional enforcement for significant violations.
