Sanger requires erosion and sediment control on all construction projects. Sites disturbing one acre or more need a SWPPP under the California Construction General Permit.
The City of Sanger requires erosion and sediment control measures as a condition of grading and building permits. All construction sites must implement basic erosion control best management practices (BMPs) including silt fences, fiber rolls, stabilized construction entrances, and proper material storage. Projects disturbing one acre or more require a full Stormwater Pollution Prevention Plan (SWPPP) under the California Construction General Permit. Erosion control measures must be in place before the onset of the rainy season, typically October 1 through April 30 in the San Joaquin Valley. The Sanger Building Division reviews erosion control plans as part of the grading permit process. Disturbed areas must be stabilized with temporary or permanent vegetation, mulch, or other approved ground cover within 14 days of final grading. Stockpiles of soil must be covered or contained to prevent wind and water erosion. Dewatering activities require proper sediment removal before discharge and may need separate permits from the Central Valley Regional Water Quality Control Board. The city conducts site inspections during construction to verify BMP implementation and maintenance.
Failure to implement required erosion control measures can result in stop-work orders, grading permit revocation, and fines. The Central Valley Regional Water Quality Control Board may impose administrative civil liability up to $10,000 per day for violations causing sediment discharge to waterways. Contractors are responsible for maintaining BMPs throughout the construction period and during the rainy season.
