MSD administers the Land Disturbance Permit (LDP) program for sites disturbing 1 acre or more (or less under common plan of development). Applicants submit a Stormwater Pollution Prevention Plan (SWPPP) including erosion and sediment control BMPs: silt fence, construction entrances, inlet protection, temporary seeding, and stabilization within 14 days of reaching final grade. MSD conducts inspections throughout construction. MO DNR Statewide General Permit MO-R100000 for construction stormwater also applies and is jointly enforced. Disturbances under 1 acre still require on-site sediment containment under St. Louis Building Division rules. Hillside neighborhoods (Dogtown, parts of South City bluffs) have additional slope stability review.
MSD NOV and stop-work orders, fines up to $10,000/day, mandatory cleanup of off-site sediment, and potential EPA referral for CWA violations.
