St. Peters, MO Environmental Rules: Erosion Control (2026)

Chapter 530, Grading, requires a permit from the City Engineer or the Engineer's designee before most excavation or fill activity begins on a site in the City of St. Peters, Missouri. The permit application itself, under Section 530.020(A), must include details of site erosion and siltation control, including siltation basins and re-vegetation, following the City's own "Standards for Erosion and Sediment Management Practices," along with an estimated schedule showing the grading start date, the date the erosion and siltation control goes in, dates for re-vegetation, and the completion date for grading operations.

Section 530.050 then sets the substantive standards that the permit is conditioned on. Under Subsection (B)(7)(c), any site where grading exceeds twenty thousand square feet must include sediment or debris basins, silt traps or filters, staked straw bales, or other approved measures in its sediment and erosion control plan, and the City Engineer or the Engineer's designee must approve both the plan and its maintenance schedule. The same standards require temporary siltation control to stay in place until vegetative cover is established, and require development along natural watercourses to set structures and driveways back at least twenty-five feet from the top of the stream bank.

The City Engineer may promulgate additional erosion and sediment management rules consistent with these grading standards, and decisions can be appealed to the City's Board of Adjustment under Section 530.100.
