Under Chapter 13's MS4 stormwater ordinance, any construction site disturbing one acre or more (or part of a larger common plan disturbing five acres) must develop a Storm Water Pollution Prevention Plan before the City will issue a building or development permit. Operators must use best management practices, silt fences, temporary seeding, mulching, sediment traps, stabilized construction entrances, to keep sediment out of the municipal storm sewer, and must begin stabilizing disturbed soil within 14 days after work stops on any portion of the site. Sites must be inspected at least every 14 days and within 24 hours of a storm dropping half an inch of rain or more.
