Broken Arrow, OK Environmental Rules: Flood Elevation Requirements (2026)

New construction or substantial improvement of any residential structure which lacks a basement shall have the lowest floor placed on or above a pad in conformity with the building code, which pad is elevated to the regulatory flood protection elevation; the construction of such a floor in accordance with the building code above the pad here required shall have the lowest point on the floor surface placed 28 inches above the elevation of the regulatory flood.(2)New construction or substantial improvement of any residential structure having a basement shall have the lowest point on the floor surface of the basement placed 28 inches above the elevation of the regulatory flood.(3)A licensed professional engineer, architect, or land surveyor shall submit a certification to the floodplain administrator that the standard of this chapter is satisfied.
