Annapolis, MD Environmental Rules: Stormwater Management (2026)

Annapolis City Code § 17.10.060 bars developing land for residential, commercial, industrial, or institutional use without stormwater management measures that control site runoff, subject to the exemptions in § 17.10.070. Plans move through concept, site-development, and final review by the Department of Public Works and must implement environmental site design (ESD) to the maximum extent practicable before any structural best management practice is used. Disturbances under 5,000 square feet (2,000 on waterfront lots) can be exempt, but a new single-family dwelling is never exempt regardless of disturbance size. No grading or building permit is issued until the plan is approved or waived, and permits can later be suspended or revoked for noncompliance.
