Illicit discharges β any release of non-stormwater materials into Brentwood's storm drain system β are prohibited under the Municipal Regional NPDES Permit and city code. Violations can trigger administrative penalties, abatement costs, and Clean Water Act enforcement.
The Illicit Discharge Detection and Elimination (IDDE) program is a core MRP requirement. Brentwood enforces a local ordinance prohibiting the discharge, deposit, or dumping of any substance other than clean rainwater into storm drains, gutters, curb openings, or watercourses. Prohibited discharges include: motor oil, antifreeze, solvents, paint (latex and oil-based), concrete washout water, grease, sanitary sewage, petroleum products, pesticides, fertilizers in runoff, pool water containing chlorine or copper, sediment from construction, soap from car washing, food waste, and yard waste in sufficient quantity to block inlets. Some 'allowable non-stormwater discharges' are permitted when managed properly, including uncontaminated groundwater, air conditioning condensate, residential car washing (with controls), and firefighting flows. The city actively investigates reports; staff can trace discharges upstream, issue notices of violation, require cleanup at the responsible party's cost, and impose administrative fines. Repeat or egregious violators may face criminal prosecution under the California Water Code or federal Clean Water Act (33 U.S.C. Β§1319), with potential penalties in the tens of thousands of dollars per day. Businesses β especially auto shops, restaurants, landscapers, and construction contractors β are subject to routine inspections. Reporting: suspected illicit discharges can be called in to Brentwood Public Works or the CCCWP hotline, ideally with a description, location, and photos.
