CBMC 6.10.080 prohibits any discharge into the municipal separate storm sewer system (MS4) or watercourses other than stormwater itself, including pollutants that violate Iowa water quality standards, and separately bans illicit connections such as a sewage line tied into the storm drain, even one made legally in the past. Exempt discharges under 6.10.090 include water line flushing, landscape irrigation, air conditioning condensation, dechlorinated pool water, and firefighting runoff. Industrial or construction dischargers holding an NPDES permit must send a copy of their notice of intent to the Public Works Department at 209 Pearl Street.

The authorized enforcement agency, designees of the public works director, can enter and inspect any regulated facility, require monitoring equipment, and seek a search warrant if refused access under 6.10.110. Anyone who discovers a spill that may cause an illegal discharge must notify emergency dispatch immediately for hazardous materials, or notify the enforcement agency by the next business day for nonhazardous ones, confirmed in writing within three business days, with records kept three years. The city can issue a warning notice, a notice of violation requiring cleanup and a fine, suspend MS4 access in an emergency under CBMC 8.54.100, or pursue abatement and injunctive relief. Compensatory measures like storm drain stenciling or creek cleanup may substitute for a straight penalty.
