Section 19-105 makes the chapter applicable to all regulated activities, including new development, redevelopment and earth-disturbance activities located in the township, and conditions issuance of any building or grading permit on adherence to the chapter's terms. 1, measured from the chapter's adoption date or, where an earlier township ordinance already applied, from December 18, 2013. Roof drain, sump pump and foundation drain discharges are separately restricted from sanitary sewers under Part 8, and any tampering with an approved BMP or conveyance without written township approval violates § 19-805.

Enforcement sits with the Municipal Engineer or a designee under § 19-903, who can order corrective notices, suspend or revoke permits under § 19-904, and require monitoring, remediation or restoration. Section 19-901 declares any violation a public nuisance, with each day of continuing violation and each violated section treated separately. Section 19-902 gives township officers a right of entry to inspect stormwater controls, and failing to grant access within 24 hours of notice is itself a violation. Penalties under § 19-905 reach $1,000 per violation, prosecuted as a summary offense before a Magisterial District Judge, and the township may also pursue injunctive relief.

Aggrieved landowners can appeal an enforcement action to the Board of Supervisors within 30 days under § 19-906, and further appeal to the county court of common pleas within 30 days of that decision.
