The City of Galt is a Phase II regulated small municipal separate storm sewer system (MS4) under the National Pollutant Discharge Elimination System (NPDES) program administered by the State Water Resources Control Board. The permit requires Galt to implement six minimum control measures including public education, illicit discharge detection, construction site runoff controls, and post-construction stormwater management. New development and redevelopment projects creating or replacing 5,000 square feet or more of impervious surface must include site design, source control, and treatment control best management practices sized using California Stormwater Quality Association guidance. Common measures include bioretention basins, permeable pavement, vegetated swales, and drain inlet filters. Illicit discharges such as washing paint, concrete slurry, or motor oil into gutters are prohibited and subject to enforcement. Galt Public Works responds to spill and dumping reports, and works with the Central Valley Regional Water Quality Control Board to investigate chronic violations.
Illicit discharges may result in administrative fines up to 10,000 dollars per day under state Water Code authority. Construction site runoff violations may trigger stop-work orders and state cleanup orders.
