Grapevine operates an MS4 (Municipal Separate Storm Sewer System) under a TPDES permit from the Texas Commission on Environmental Quality. Property owners must not discharge pollutants into storm drains. Construction sites over 1 acre require SWPPP (Stormwater Pollution Prevention Plans). Illicit discharges carry fines up to $500 per day.
Grapevine is a regulated Phase II small MS4 community under the Texas Pollutant Discharge Elimination System (TPDES) general permit administered by TCEQ. The city's stormwater program prohibits any non-stormwater discharge into the storm drain system, including washing paint, concrete slurry, sediment, oil, antifreeze, pesticides, pet waste, yard clippings, and wash water from carpet cleaning or pressure washing into curbs, gutters, or inlets. Residential car washing with mild detergents is generally allowed. Construction sites disturbing 1 acre or more (including smaller sites that are part of larger common plans) must develop and implement a Stormwater Pollution Prevention Plan (SWPPP), file a Notice of Intent with TCEQ, and install Best Management Practices (BMPs) such as silt fences, inlet protection, stabilized construction entrances, and rock check dams. Smaller sites must still comply with local erosion and sediment control standards. Because Grapevine drains to Grapevine Lake and Denton Creek watersheds, the city places special emphasis on protecting these receiving waters. Illicit discharge detection and elimination is a priority, and residents are encouraged to report clogged drains, illegal dumping, or unusual discharges via the city website or by calling Public Works (817) 410-3330. Violations can trigger administrative orders, stop-work orders on construction, and Class C misdemeanor fines up to $500 per day.
