Greeley requires permanent stormwater water-quality control measures for new development disturbing an acre or more, under Municipal Code Ch. 20-4.
The owner or developer of any new or existing development that involves land disturbing activity...that is: (1) Equal to or greater than one acre; or (2) Less than one acre if the construction activities are part of a common plan of development or sale...must design, construct, install, perform inspections on, and maintain in perpetuity control measures that prevent or minimize water quality impacts and address stormwater runoff quality.

Full Breakdown
Under Greeley Municipal Code § 20-633, any new or existing development with land-disturbing activity of one acre or more (or under an acre if part of a common plan of development or sale) must design, construct, install, inspect, and maintain in perpetuity stormwater control measures meeting the city's storm drainage design criteria manual and its MS4 permit standards. The maintenance obligation must be recorded on the plat or development agreement. Excluded projects (minor repaving, small utility work, large-lot agricultural parcels, oil and gas exploration, and similar) are listed separately at § 20-634.
Violations & Fines
Failure to install or maintain required control measures lets the city enter the property to perform the work and bill the owner/developer for all costs as a special assessment lien (§ 20-632(b)); it is also an administrative code violation enforced under Title 2, Ch. 12, subject to Title 1, Ch. 10 penalties (§ 20-639).
