Hamilton, NJ Environmental Rules: Stormwater Management (2026)

Chapter 427 implements the Township's MS4 permit in three articles. Article I (§§ 427-1 to 427-6, adopted 12-6-2005 under Ord. No. 05-035) prohibits spilling, dumping or disposing of any material other than stormwater into the municipal separate storm sewer system, with listed exceptions for things like water-line flushing, air-conditioning condensate, residential car-washing water, sidewalk wash water and firefighting flows. The Department of Health, Recreation, Senior and Veterans Services enforces this article. Article II (§§ 427-7 to 427-11) separately prohibits illicit connections, defined broadly to include physical or nonphysical links that carry domestic sewage, noncontact cooling water, process wastewater or other industrial waste into the MS4 outside a valid NJPDES permit; it is enforced by the Public Works Department and/or Health Department.

Article III (§§ 427-12 to 427-17, adopted 9-17-2019 under Ord. No. 19-040) requires retrofitting existing storm drain inlets whenever a private property owner (other than a single-family residential lot) repaves, repairs, resurfaces, reconstructs or alters a surface in direct contact with a storm drain inlet. 0 inches for curb-opening inlets), unless the Municipal Engineer finds the standard would cause inadequate hydraulic performance or an equivalent trash rack or netting device is used instead.
