Kent is an NPDES Phase II city and enforces Department of Ecology stormwater standards. New development and redevelopment over 2,000 sf trigger mitigation under the 2019 stormwater manual.
Kent Public Works administers a stormwater program under its NPDES Phase II Municipal Stormwater Permit. Kent City Code Title 7 and Title 14 implement the Washington Department of Ecology 2019 Stormwater Management Manual for Western Washington. Projects that create or replace 2,000 square feet of impervious surface must include runoff treatment and, above 10,000 sf in many areas, flow-control detention. Single-family remodels that add more than 500 sf of impervious area may also require a small project stormwater form. Kent is especially focused on water quality in the Green River, Mill Creek, and Lake Meridian drainage basins. Illicit discharge, washing cars into storm drains with detergent, and dumping paint, concrete washout, or motor oil are prohibited and enforceable with fines. Construction sites must maintain erosion and sediment controls throughout the project.
