Federal Way Public Works administers a stormwater program under its NPDES Phase II Municipal Stormwater Permit. FWRC Title 16 implements the Washington Department of Ecology 2019 Stormwater Management Manual for Western Washington. Projects that create or replace 2,000 square feet of impervious surface must include runoff treatment and, above 10,000 sf in many areas, flow-control detention. Single-family remodels that add more than 500 sf of impervious area may also require a small project stormwater form. Federal Way is especially focused on water quality in the Hylebos Creek, Lakota Creek, Steel Lake, Mirror Lake, and North Lake drainage basins, since these drain into Puget Sound and support salmon habitat protected under the Endangered Species Act. Illicit discharge, washing cars into storm drains with detergent, and dumping paint, concrete washout, or motor oil are prohibited and enforceable with fines. Construction sites must maintain erosion and sediment controls throughout the project.
