Lodi operates under the State Water Resources Control Board's Phase II Small MS4 General Permit (Order No. 2013-0001-DWQ). The city's Storm Water Management Program covers six minimum control measures, including public education, illicit-discharge detection and elimination, construction-site runoff control, and post-construction runoff control. Discharging anything other than rainwater into a storm drain β including washing pools, washing paint into the gutter, dumping motor oil or sediment-laden water β is prohibited, because Lodi storm drains discharge directly to the Mokelumne River, Lodi Lake, or Woodbridge Irrigation canals. Construction projects disturbing one or more acres must obtain coverage under the State Construction General Permit and submit a Stormwater Pollution Prevention Plan (SWPPP). New development must implement post-construction Low-Impact Design (LID) per the Multi-Agency Post-Construction Standards Manual adopted with Lathrop, Manteca, Patterson, Tracy, and San Joaquin County.
Illicit discharges to the storm drain are violations of LMC Title 13 (Public Services) and the State Water Board MS4 Permit, enforced by Public Works/Storm Water with administrative penalties and required cleanup. Failure to implement SWPPPs on construction sites can trigger state enforcement.
