Piscataway, NJ Environmental Rules: Stormwater Management (2026)

Under § 32-4, the Township's stormwater management standards apply to non-residential major development, to the non-preempted aspects of residential major development, and to any major development the Township itself undertakes. "Major development" under § 32-5 means a project disturbing one acre or more of land since February 2, 2004, creating a quarter acre or more of regulated impervious surface since that date, creating a quarter acre or more of regulated motor vehicle surface since March 2, 2021, or a combination reaching a quarter acre. Applications submitted between March 2, 2021 and August 12, 2025 stay under the standards in effect on August 11, 2025.

Section 32-7 requires green infrastructure BMPs drawn from the tables keyed to the New Jersey Stormwater BMP Manual, with contributory drainage-area limits, and lets a waiver from strict compliance issue only where the applicant proves no other means exist and files an alternatives analysis. Underground and aboveground utility-line work and pedestrian trails up to 14 feet wide made of permeable material are exempt from the recharge, quality and quantity requirements. Every approved project must carry a maintenance plan for its stormwater measures under § 32-13, and the Township funds inspection and administration through a Stormwater Utility (§ 32-15) that bills a $77 per equivalent residential unit annual user fee (§ 32-16) on every developed property except those the Clean Stormwater and Flood Reduction Act exempts.

Illicit connections to the municipal storm sewer system are separately banned under § 32-3.3, enforced by the Police Department, carrying a $450 fine under § 32-3.5.
