Redmond is an NPDES Phase II city and enforces Department of Ecology stormwater standards. Development over 2,000 sf of new or replaced impervious surface must mitigate runoff.
Redmond Public Works administers a stormwater program under the federal NPDES Phase II Municipal Stormwater Permit and Washington Department of Ecology rules. Redmond Municipal Code Title 15 adopts the 2019 Stormwater Management Manual for Western Washington. Any project that creates or replaces 2,000 square feet of impervious surface must provide runoff treatment, and above 10,000 square feet flow-control detention is typically required. Single-family remodels adding more than 500 square feet of new hard surface may require a small project stormwater form and simple BMPs. Redmond pays special attention to the Bear Creek, Evans Creek, and Sammamish River watersheds because they drain to Lake Washington and support salmon listed under the Endangered Species Act. Illicit discharge, dumping chemicals into storm drains, concrete or paint washout, and commercial car washing that enters a storm drain are prohibited and enforceable with fines. Construction sites must maintain erosion and sediment controls daily.
