Rockdale County, GA Environmental Rules: Stormwater Management (2026)

Article II of Chapter 310 prohibits illicit discharges into the Rockdale County separate storm sewer system: Section 310-14 bars draining or discharging any pollutant other than stormwater into the system, with exceptions for things like water line flushing, firefighting discharges and permitted NPDES discharges. Illegal connections, including any pipe carrying sewage or septic effluent into the storm system, are barred outright and must be disconnected and redirected to an approved wastewater system. Article III's post-construction standards, adopted under Section 310-34, apply to new development adding 5,000 square feet or more of impervious surface or disturbing one acre or more, to matching redevelopment, to any commercial or industrial hotspot land use regardless of size, and to linear transportation projects over the same thresholds.

The stormwater director, appointed by the board of commissioners, administers the program and can require monitoring equipment, site access for inspection, and reporting of any accidental discharge within 24 hours of discovery. Developed properties in the county's stormwater service area also pay a stormwater user fee, with parcels of 200 square feet of impervious surface or less, railroad rights-of-way, and GDOT rights-of-way exempted under Section 310-138.
