The City of Selma is covered under the Fresno Metropolitan Flood Control District NPDES municipal stormwater permit (MS4) issued by the Central Valley Regional Water Quality Control Board. This permit requires the City to implement a Stormwater Quality Management Program to control pollutant discharges to the maximum extent practicable. Residents and businesses are prohibited from discharging pollutants including oil, grease, chemicals, pesticides, sediment, paint, concrete washout, pool water, and other non-stormwater flows into the municipal storm drain system. Construction projects disturbing one or more acres must obtain coverage under the California Construction General Permit (NPDES) and prepare a Stormwater Pollution Prevention Plan (SWPPP). The SWPPP must identify erosion and sediment control BMPs, construction scheduling, and post-construction stormwater management measures. Smaller projects must still implement basic erosion and sediment control measures during construction. New development and redevelopment projects must incorporate Low Impact Development (LID) features to manage stormwater on-site where feasible. The Fresno Metropolitan Flood Control District manages the regional stormwater infrastructure, including retention basins and storm drain channels. Property owners must maintain their private stormwater facilities and prevent illicit discharges. The City conducts public education and outreach on stormwater pollution prevention as required by the MS4 permit.
Illicit discharges to the storm drain system may result in administrative enforcement by the City or the Regional Water Quality Control Board. Fines for NPDES violations can reach $10,000 per day per violation under the California Water Code. Construction sites without required SWPPPs may receive stop-work orders.
