Clovis, CA Environmental Rules: Stormwater Management (2026)

The ordinance, codified at Chapter 6.7, implements the City's share of Municipal NPDES Storm Water Discharge Permit No. CA0083500, held jointly with the Fresno Metropolitan Flood Control District, the City of Fresno, Fresno County, Caltrans, and California State University, Fresno (Section 6.7.103(i)). It bans any non-storm water discharge to the municipal storm drain system unless the flow falls on the short exempt list in Section 6.7.201(a), such as landscape irrigation, dechlorinated pool water, or firefighting flows, and separately prohibits illicit physical connections to the storm drain system, including old connections that predate the ordinance (Section 6.7.202).

A companion section, 6.7.203, bars dumping refuse, rubbish, or other discarded material onto streets, alleys, sidewalks, or storm drain components where it could cause pollution. New development and redevelopment projects must build in Best Management Practices to control the volume, rate, and pollutant load of runoff, written into the project's land use entitlement or building permit (Section 6.7.301). The City Manager, acting as Authorized Enforcement Agent, can enter property to inspect, sample, and test for the source of a discharge (Sections 6.7.401-402), and can order elimination of an illicit discharge or connection, remediation of contaminated property, and monitoring reports by written notice (Sections 6.7.302-305).

Anyone who discovers a hazardous material release into the storm drain system must call 911 immediately; a nonhazardous release must be reported to the Flood Control District by phone or in person no later than 5:00 p.m. the next business day, confirmed in writing within three business days (Section 6.7.306).
