The City of Sanger operates under the NPDES Phase II Small Municipal Separate Storm Sewer System (MS4) General Permit issued by the Central Valley Regional Water Quality Control Board. Construction projects that disturb one acre or more of land must obtain coverage under the California Construction General Permit by filing a Notice of Intent with the State Water Resources Control Board and implementing a Stormwater Pollution Prevention Plan (SWPPP). The SWPPP must include best management practices (BMPs) for erosion control, sediment control, and good housekeeping to prevent pollutants from entering the storm drain system. Post-construction stormwater management requirements apply to new development and redevelopment projects that create or replace 5,000 square feet or more of impervious surface. Low impact development (LID) measures such as bioretention basins, permeable pavement, and infiltration trenches are encouraged to manage stormwater on-site. The city prohibits non-stormwater discharges to the storm drain system including wash water, pool drainage, and landscape runoff containing fertilizers or pesticides. Sanger Public Works Department enforces stormwater regulations and conducts dry-weather inspections.
Illicit discharges to the storm drain system are prohibited and subject to enforcement action. Failure to implement required BMPs on construction sites can result in stop-work orders and fines. The Central Valley Regional Water Quality Control Board may impose penalties up to $10,000 per day for NPDES permit violations. The city may also issue administrative citations for non-compliance.
