Temple Terrace enforces stormwater rules through its MS4 NPDES permit administered with the Southwest Florida Water Management District. Projects disturbing over 5,000 sq ft require a stormwater permit, and illicit discharges to storm drains are banned under City Code Chapter 22.
Temple Terrace is a federally regulated MS4 community under the EPA National Pollutant Discharge Elimination System program, co-permitted with Hillsborough County. SWFWMD Environmental Resource Permits (ERP) apply to construction exceeding one acre or within 200 feet of wetlands. The Hillsborough River forms the city western boundary and receives discharge from municipal storm drains. Illicit discharges including wash water, paint, oil, grease, and untreated pool water are prohibited. Residents can report illegal dumping to the City stormwater hotline. Fertilizer runoff is limited by the Hillsborough County summer fertilizer blackout June 1 through September 30.
Illicit discharge into storm drain $500 first offense, up to $5,000 for repeat or hazardous material. Construction without ERP stop-work order and SWFWMD enforcement. Fertilizer blackout violation $100 per occurrence.
