Cleveland's zoning regulations limit residential fences to four feet in front yards and six feet in side and rear yards. Fences in commercial and industrial districts may reach up to eight feet with permits. All fences must be located entirely on the owner's property, and corner-lot fences must not obstruct the clear vision triangle at street intersections. The finished side of the fence must face outward toward the neighbor or street.
Cleveland Codified Ordinances Part III and the zoning code establish fence standards by district. Residential fence materials are generally limited to wood, vinyl, masonry, chain-link, and ornamental metal. Barbed wire, razor wire, and electrified fences are prohibited in residential districts and generally restricted to industrial districts with special approval. Double frontage lots are treated as having two front yards, each subject to front yard height limits. Fence posts, rails, and structural elements must face the owner's side. Fences cannot be installed in public rights-of-way or easements without permission. Properties in historic districts require Landmarks Commission approval before installation or replacement.
Non-compliant fences may be ordered modified or removed. Zoning code violations can result in daily fines and referral to Cleveland Housing Court for repeat offenders.
