Summary
Abilene's Land Development Code sets a sliding height scale for residential front-yard fences: an opaque fence, wall or hedge cannot exceed 2.5 feet at the front property line, rising to 7 feet at the building line, while a non-opaque fence like chain-link can reach 4 feet at a 7-foot setback. Rear, side and interior yard fences may run up to 7 feet, and multifamily or nonresidential fences up to 10 feet.
(a)Opaque Fences, Walls and Hedges in Residential Zoning Districts. Opaque fences, walls and hedges are permitted in the required front yard of any lot in all residential zoning districts, except MF zoning, only if the height of such fence, wall or hedge does not exceed the height represented by a line connecting a height of seven feet (7') at the building line with a height of two and one-half feet (2-½') at the front property line. No such fence, wall or hedge may exceed two and one-half feet along the front property line. ... (c)Fences, Walls and Hedges in Rear, Interior and Exterior Yards in Residential Zoning Districts. Fences, walls and hedges are permitted in all residential zoning districts, except MF zoning, in rear yards, interior yards, and exterior yards, and shall not exceed seven feet (7') in height between the property line and the building setback line. ... (d)Fences, Walls and Hedges in Multifamily and Nonresidential Zoning Districts. Fences, walls and hedges in nonresidential zoning and MF zoning districts shall have a maximum height of ten feet (10').

Full Breakdown
1 of the Land Development Code regulates fences, walls and hedges by zoning district and yard. 5 feet along the front property line, rising along a connecting line to a maximum of 7 feet at the building line. Subsection (b) allows taller non-opaque fencing in the same front yard, defined as chain-link or any fence whose vertical or horizontal members sit at least 4 inches apart: it can reach 4 feet at a 7-foot setback from the front property line, extending to the property line at that 4-foot height, and rising to 7 feet at the building line.
Rear yards, interior side yards and exterior side yards in residential districts allow fences, walls or hedges up to 7 feet under subsection (c), including on reversed or double-frontage lots that face a street on more than one side, except that lots backing onto an arterial street or freeway are excused from matching the street-facing yard's height limit. Multifamily and all nonresidential zoning districts may build fences, walls or hedges up to 10 feet under subsection (d). Every fence, wall or hedge must sit on private property and at least 10 feet from the curb or pavement edge of any street under subsection (e), and vehicular gates must meet the setback distances in the Driveways and Access Management division of Chapter 3.
Violations & Fines
Fences, walls and hedges built above these height limits, or placed closer than 10 feet to the street curb, violate Section 4.2.4.1 and are enforced as a Land Development Code violation under Section 1.2.8.1: a misdemeanor punishable under Code of Ordinances Section 1-9, carrying a fine of up to $2,000 for a zoning offense, with each day the fence remains noncompliant treated as a separate offense. Existing nonconforming fences that predate the current height limits may remain if kept in good, safe condition.
